Why zivilschutz.online

Tools that take the load off — so the focus stays on what matters.

An emergency doesn't wait

It doesn't wait for the Excel list to be up to date either. Paper, isolated tools and word of mouth cost the only things that count in an operation: time and overview.

Militia work needs simple tools

Anyone who serves only a few days a year has to get a system right the very first time — under pressure, mid-operation, without training.

Command needs the full picture

Attendance, situation, tasks, vehicles: only when everyone works with the same data do reports become a situation — and the situation a decision. And where your own data merges with public sources — weather, maps, situation feeds — value emerges that no single system can deliver.

The System

Over 30 modules. One login. One data set.

Every module is its own app — and yet it all feels like a single system: same login, same master data, the same operation context in every window. And everything is role-based: each person sees exactly the modules and functions that belong to their role — both functionally and in terms of permissions.

Apps in the hub
31
Operational apps and admin tools — one login for all of them.
Functional features
350+
Documented functions across all apps — grown from daily service, available in the assistant.
Protected APIs
100%
Over 1200 data endpoints — every single one carries an access check, on top of the protection inside the apps themselves.
Connected systems
10+
From GIS and swisstopo to the sensors inside the facilities.

A Deployment Day

A flood. A Thursday, 05:58.

Six chapters every organisation knows — from call-up to record. All from the same system, told along the operations log.

06:12The Call-up

Operation Planning

From pre-alert to a fair shift plan. Automatically.

Operation sites, work areas, requirements — Operation Planning turns them into a shift rotation with rest periods and flags where gaps remain. Responses to the call-up flow into the system, not through the phone.

  • Gantt timeline

The whole operation on one timeline — click open gaps and fill them.

  • Automatic shift and rotation planning

Requirements and rest periods become a staffing proposal — at the press of a button, fairly distributed.

  • Pre-alert and alarm

Pre-alert, alarm, response: who's coming, who isn't — live in the system instead of over the phone.

07:07The Arrival

Roll Call

Know who's there. To the second.

At the base, a glance at the kiosk terminal is all it takes: scan the QR code, sign in on your own phone, checked in. The cadre sees live who is present where — and the medical intake screening is completed in the same step.

  • Live attendance

Every arrival, every change of operation site or work area, every departure — logged without gaps.

  • Dietary needs included

Captured once at the first check-in — the kitchen cooks for exactly those who are there.

  • Situation briefing

Whoever arrives reads at check-in, in three sentences, what has happened so far.

Situation Display

One situation picture for the whole staff. Live.

Tactical symbols on the situation map, the operations log keeps itself, every change appears instantly for everyone — and the drone's live feed flows straight into the situation picture.

  • Situation timeline

The time slider shows how the situation has evolved — and what's new since the last briefing.

  • Automatic situation picture and hazard analysis

Reports, weather and public sources come together — condensed into a situation picture, with hazards flagged.

  • Map layers, simulations, public data

From swisstopo layers to shelters to spread simulation — built in instead of hunted down. And the maps keep working offline.

07:32The Tasks

Task Management

From dictated task to five-point order.

The incident commander dictates the tasks — seconds later, prioritised cards sit on the board, grouped by work area. By the time orders are issued, the tasks chapter is already written.

  • Voice dictation

Dictate several tasks in one go — the AI structures and prioritises them.

  • Kanban per work area

Open, in progress, done — key reports always pinned on top.

  • Automatic order output per OAB

At the press of a button, straight from the board — structured per OAB.

Transport Control

Every trip dispatched, confirmed, tracked.

Route, driver, trailer, equipment — Transport Control plans the trip and tracks it live. Drivers confirm on their phones, arrivals acknowledge themselves via GPS.

  • Live fleet map

The whole fleet in real time on the situation map — always clear where every vehicle is.

  • Confirmed or taken over

Task not confirmed? Dispatch sees it — and takes over solving the problem.

  • Like a ride-hailing app

The requester sees live where their trip stands and when it arrives; the driver has the task, route and push notifications on their phone.

Minutes, Reports & Operation Report

The operation is documented before it's over.

Staff briefing, handover or debrief: every report is dictated or typed, reviewed under the four-eyes principle and finalised automatically. And the operation report gathers what all modules know: one PDF, the whole operation.

  • Dictation becomes minutes

A spoken report, structured agenda items — with decisions and actions.

  • Reviewed means reviewed

Multi-person approval, automatic finalisation, drafts carry a watermark.

  • One document, all modules

Attendance, tasks, situation, trips, safety — the operation report brings it all together.

Day-to-Day Operations

The emergency is the exception. The system serves everyday operations too.

Between operations, the timescale shifts: maintenance falls due, requests await decisions, courses need running. The same platform carries the daily routine — and makes the workflows noticeably more efficient, for the administrative office and the militia alike.

TUE 03:12 — Sensor alert

Monitoring the protective shelters

Humidity above the normal range in a protective shelter — the app raises the alarm before damage occurs. And when the major maintenance is due, it guides you item by item through the official checklist to a signature-ready protocol.

Facility Maintenance

Due in 14 days

No equipment slips through

Every device carries a QR code: issue by scan, return by scan, equipment orders in the internal shop — and the electrical safety test reports in on its own before the deadline passes.

Equipment

Request 2026-041

The app knows who decides

Vacation, exams, work: a traffic-light rule set derives automatically from rank, function and event who has to decide on the request — from circulating paper forms to a guided decision.

No operation without a safety concept

Risks rated on the matrix, measures assigned, acknowledgements documented — and the periodic review reports in on its own.

Quality, continuously monitored

Exercises and refresher courses are assessed in a structured way, and fulfilment rates make the trend visible across years — the basis for continuous improvement.

Forward Planning

Leadership means seeing several years ahead.

Compulsory civil protection service ends, cadre members leave, specialist knowledge goes with them. The platform projects from your own personnel roster what the organisation will lack — and turns personnel planning into a steering instrument.

  • Cadre planning with foresight

The five-year projection shows, per leadership function, who stays with the organisation — and where a gap will open before it exists.

  • Developing specialists

Headcount against demand, per specialist area, as a traffic light: where successors are missing, the pipeline begins — nominate, train, register for the course.

  • Quality becomes measurable

Every exercise yields a fulfilment rate, comparable across years — training quality as a trend line instead of a gut feeling.

  • Tapping hidden skills

Profession, training, skills from business and private life — captured once, planning finds the rope-access technician or the carpenter when they're needed.

  • Knowledge stays in-house

Regulations, concepts, experience: filed once, they become the knowledge base — the assistant answers questions from it, in every app, with sources cited.

2029 gets tight, 2031 critical — so the candidate pipeline starts today. One toggle counts registered candidates as future cadre: watch the gap close.

Ready when it counts.

The Interplay

More than the sum of its modules.

A person, a vehicle, an operation exists exactly once. All apps work on the same data foundation: whatever is entered in one app is instantly available everywhere — changes appear live, and notifications lead straight to the right place.

Notifications that get through.

The notification centre bundles every message in the suite — and push delivers them into the app or straight to the phones of civil protection members. One tap takes each message to the right place: to the task, the report, the feedback.

Roll Call

One data set. One operation context.

Connected live — the data flows in both directions.

  • Transport Control
  • Task Management
  • Minutes & Reports

People, vehicles, equipment, situation — the data flows in both directions. And one piece of information from one app becomes information for many: a check-in at roll call updates every app — automatically.

Artificial Intelligence

AI that stays in-house.

Those who protect must move with the times: new possibilities are there to be used — sovereignly and securely. The AI writes minutes from dictations, turns photos into inventory entries and expense receipts and answers questions from your own documents. And it does so where the data belongs: in your own house, not in someone else's data centre.

  • Dictate instead of type

  • Suggestions, not automatisms

  • Help in every app

  • Finding instead of searching

  • Learns continuously

  • One hundred percent local

The Vision

“As reliable as its people, as modern as their everyday lives — that's the tooling civil protection deserves. Built for the militia.”

zivilschutz.online grew out of practice — out of exercises, operations and countless experiences. The vision behind it: civil protection work that is led, planned and documented digitally, so the militia puts its energy where it counts — into people and the work sites, not administration. And a continuous improvement process: from the individual member to the battalion commander, everyone contributes — the apps grow with every exercise, every operation and every piece of feedback.

The Practice

“Planning happens at the table, decisions happen at the front — both need the same situation picture. Built for the moment it counts.”

As Chief of Operations I design the deployment exercises and provide technical leadership to the on-site command. As on-site commander I stand at the incident site myself. From this dual role I know the questions every organisation knows: who has reported for duty, who takes over from whom and when, which mission is running, what has been decided — and where all of that is written down afterwards. For a long time the answers came from a list, a shout and memory. Today the system answers them, for everyone at once. What I bring back from operations and exercises — problems, solutions, command technique — flows back into development. Every exercise sharpens the apps a little more.

“With these apps, we are becoming the most digital civil protection organisation in Switzerland.”

Trust

Security is not optional. It's the foundation.

Anyone who manages personnel and operations data carries responsibility. That's why sovereignty here is not a label but architecture: developed in Switzerland, on sovereign infrastructure in Switzerland, data protection as an elementary building block — and nothing on this page that can't be backed by evidence.

Sovereign — end to end

Developed in Switzerland, on sovereign infrastructure in Switzerland — no public cloud.

Every endpoint checked

Every single API route carries an access check; denied is the default. If one is missing, the build fails — enforced by machine.

Multi-factor sign-in

Central login based on an open standard (OpenID Connect) with multi-factor authentication; phishing-resistant passkeys are ready to go.

Systematically audited

Comprehensive security reviews against OWASP standards, every claim verified against the source code.

Redundant and immutable

Replicated data storage with automatic failover, immutable containers with read-only file systems, updates without interruption.

Privacy as a design principle

Not bolted on but built in: a complete access log without payload data, data minimisation and automatic deletion periods — personal data is the highest-value asset in the threat model.

Ready when it counts.

Outlook

And this is just the beginning…

Feedback becomes function

zivilschutz.online is continuously improved and extended — feedback from the members, gathered in exercises, operations and daily service, flows straight into development.
